Part 1 of the Common Council Crisis
Various super criminals from the Western New York region are being gathered together by a mysterious party, with one purpose in mind; to destroy the Buffalo Stampede. The mysterious head behind the conspiracy had recruited enemies of various members of the Stampede with each having a personal vendetta against their targets.
The Common Council:
The Queen aka The Queen of the City (named from Buffalo's nickname the Queen City), a dangerous criminal mastermind who sees herself as royalty, who uses various jewel themed weapons.
The Kaiser, (named for the Kaisertown neighborhood) a right-wing, superpowered nationalist and extremist who has been around since World War II, first appeared as a hero but was exposed by Buffalo greatest hero from WW 2, Republic Steele.
Wenro, a native American terrorist who claims the be the last member of the Wenrohronon, who were an Iroquoian nation in the Western New York area but were conquered by the five nations of the Iroquois.
The Pigman of Angola, (named after the real-life Urban legend.) an insane butcher who's inherited a family curse looking to end it. And he's tied to the fox sisters and their master.
Beth Steele, (named for Bethlehem steel in Lackawanna) a strong woman whose body was transformed into solid metal making her incredibly strong durable and nearly invulnerable.
The Fox Sisters (named for the women that actually started the community Lilydale, NY.) three mystical sisters (Vengeance, Fate, and Grace) who are in league with the Angola Horror.
Holy Cross, (named for the Holy Cross cemetery in Lackawanna.) a professional killer who prefers to kill from a distance, placing the target in his crosshairs known to use specialized weapons and modified rounds.
Sharkgirl, (named for the famous statue along the Buffalo waterfront.) a human shark hybrid who has very few friends with aquatic abilities and a psychopathic attitude.
The Purple Eagle (named for a local college team.) a hired killer who can fly in his armed with talon gloves among his weapons.
